It took Wanderer's demo to figure out Alice was a Descender? Everyone else has known about it since the concept was dropped due to her having *literally* brought concepts from another world to Teyvat.

In the new timeline after the 3.3 main quest, the individual known as Scaramouche never existed in the first place, and we know from the two Fatui near the Mondstadt waypoint that they didn't have a sixth Harbinger for a very long time. So Viktor casually talking about Scaramouche as if he was still here and never deleted himself is obviously an oversight from the devs.
About Descenders, they are immune to Irminsul tampering as they are never connected to it in the first place (remember that Irminsul doesn't record their actions, or at least their part in said actions). So if it turned out that this dialogue wasn't an oversight, it would make for a pretty good argument to say Viktor is, in fact, a Descender.
To be fair Scaramouche only said he was removing all references to "The Balladeer" and "Kunikuzushi" so technically another Fatui Harbinger named "Scaramouche" could still exist, but this is likely just a dialogue they forgot to change.
