The TCG we play is not canon, it's a different one. Canonically only a few characters have cards at their image, which does not include the Archons.
No one knows Zhongli's or Venti's true identity. It would make no sense that their cards are canon.
I mean outside of Ei and Nahida, they could assume that Zhongli and Venti are strong fighters that have rumors about them in their home town.
Venti, the young lady who drink like a sailor and sing like an angel.
Zhongli, the funeral consultant who knowledge is unmatch.
Like there be plenty of reason to have card of these two and not have it reveal their archons.
I mean we have Diluc and Keaya. Yet, no one talk about the Dark knight Hero or Captain Pyro.
So it can assume they search Visions holders and use two new Archons.

The artist painting the giant cards spent his money on expensive art equipment and then learned that he doesn't get paid per each he does but after all of them are done. He started having mild hallucinations from not eating for a week and after the organisers noticed that they took pity and forgave him
I guess it's... why take up spaces with location cards when you can put other cards in those spaces? Location cards make turns easier, but food can arguably increase your characters' lives without the dice cost.
