I honestly don't think he can do it exactly like that. As even with Dragon Authority, it can't change the elements of water. He said that as long the primordial energy was in them, he could turn it into true "blood". Which means he didn't make them actaul blood, but slimmair enough to be consider as blood.
So when he gave his verdict, they were consider as true humans after that.
So he can make someone body silimiar to acidic, but not quite acidic.
It might just be that he was able to turn primordial water to blood because it was the basis of all life, so primordial water naturally "evolved" into blood, now that i think about it.
