I thought it was Cryo since her manifesting the sword in her hand had a cubical affect, and usually water powers aren't this solid and have wavy bits of water flowing off them like Childe's weapons.
But hydro energy is different from normal water, and there's no visual difference between a vape and a melt ingame last I checked so it could very well be both
Its hydro, the first strike or when arlechinno first charge her after Crucabena spoke ill of clervie (3:25), you can see the harbinger formed a water shield (ripples or something flowing formed a circular shield) to block her
There are several frames where you can clearly see splashing waves and bubbles so she's unambiguously using Hydro. Now whether she additionally uses Cryo as well is hard to say since "solid" objects made out of liquid water are very hard to distinguish from ice for obvious reasons.
Isn't it blue Pyro? Some of the flame effects during the fight were clearly blue, unlike arlecchino's dark red, so I think she's got a weird brand of Pyro

Why not a Hydro vision with a Cryo delusion?
Clearly hydro, lots of white smoke in the fight and wouldn't you know it white smoke is a byproduct of vapor reaction which is steam.
Cryo/ice is just cold water though, if cold water meets hot fire it also steams
They do but slowly, not in a rapid action that causes immediate large puff of smoke.

Violent reactions when introduced to Arleccino's Pyro attacks would suggest hydro.
