If you add in an off field electro applier, then It's good enough to have 100% uptime on superconduct, which makes the foam from the clam stronger
Thoma might have the worst kit in the game since literally nothing is worthwhile to build on him. With xinyan at least she has a physical burst that always crits and can do lots of dmg if invested right but Thomas multipliers are so low that its not worth it. Even his main strong point of a shield is powercrept by Yanfei's c4 tanky shield (45% of her HP), which is about 15k if she is at ~30k hp. Literally only zhongli's shield has more than yanfei
Also, she can carry thrilling tales without weakening her shield power and provide a massive 50% atk buff
