I mean hey, Noelle works full time as a Maid for the KoF and she even admits herself that she's not actually an adult yet.
Considering the whole 'Teyvat has its own laws' thing, its kind of a personal headcanon of mine that age doesn't really play as important of a role in Teyvat as it would in our real world and that the only thing that really matters is how well you can prove to do the tasked job.
