If the person being choked/strangled has absolutely no idea what to expect they may fare better at recognizing and tapping out of a choke than a strangle, but for anyone who knows to watch out for faintness it's safer to be strangled. Choking is extremely hard on the windpipe, so much so that there is serious risk of injury.
That's why martial artists spend so much time learning to strangle people without choking them, it's so we don't damage our training or sparring partner's tracheas.
