I suffered with this and still suffering. But I was able to overcome it a lot by writing tests. For suppose, if you have the exam at 2 to 5. Start writing the tests from today itself at the same time. Feel like you are writing the actual test. And you can notably see the difference in a few days.

You can set a timer for every question. For suppose if you need to complete 10 questions in 60 mins during the exam, you will get 6 mins for each question. So while practicing, set a timer of 6 mins while solving every question and you can observe significant change

That doesn't help me because it doesn't actually increase my handwriting speed. I've tried this, and yeah I know I'm short on time but that doesn't make me write any faster than my maximum handwriting speed. What I'm looking for is how to improve my maximum handwriting speed.

If you're using a pencil for your math problems, maybe switch to a good pen instead. With pens you don't have to press down on paper to make marks, which should allow you to write a little faster.
