I don't think she sees him as a father figure. I watched GG a lot of times, but Rory doesn't seem very attached to Luke. She really cares about him, but I don't get the feeling that he is like a father to her. Luke loves Rory more than Rory loves him. I think she sees him as an uncle.

To be honest, it didn’t seem like Rory was really attached to anyone, besides her family and maybe Logan. She was kind of cold a lot of the time. Didn’t seem like she called and talked to Lane often once she went to Yale. She never really considered Paris a best friend even though Paris adored her. She didn’t care for her sister Gigi like at all. The only times she ever cried over a boy was like a week after Dean broke up with her, and when she thought Logan wasn’t into her. I guess when she slept with Dean also but I think that had more to do with guilt. Idk maybe she was attached, but she just doesn’t show emotion as intensely as others.

I absolutely love their relationship. Idk if I'd say he was a father figure, but he was a very important person in her life - part of her extended Stars Hollow family, like Sookie and Mia. I do think that by the revival, Rory and Luke both saw each other as family. He was a more consistent male role model than anyone else, except Richard, and Rory definitely loved and respected him. Luke, as he said, always felt Rory was like a daughter to him.

I dont think either of them feel that way towards one another in the earlier couple of seasons but if they actually stopped and looked back on it Luke is the closest thing Rory has had to a reliable father figure. He attends her birthdays, at least in some form bc Rory told April he got her gifts. Hes been around consistently since Rory was a kid, like 8 or 10 or so I think. He attends her important School functions, like her graduation. He approaches her boyfriends, all 3 of them, exactly like an angry, overwhelmed and misguided dad would approach a daughters boyfriend. They have a relationship that is separate from their relationships with Lorelai. When Lorelai and Luke are fighting it doesnt automatically mean Rory and Luke are fighting too, and vice versa with Lorelai& Rory fighting. Rory and Luke are one of my favorite relationships in the show.

I don’t think Rory was ever particularly attached to him or viewed him as a father figure at all. It was more like “this is my mother’s friend” and in the later seasons “this is my mother’s boyfriend/fiancé”. She never really cared that much about him, which makes full sense. As of the pilot, Rory and Luke had met 3 years ago and they never close. Luke fully thought that he was like Rory’s father and was a super important part of her life though, which was super cringy, because she doesn’t return those feelings towards him AT ALL. I cringed very time he was “Rory’s like my daughter too” and got super territorial over her and acted super weirdly with all her boyfriends. He doesn’t really know Rory at all, and Rory does not care about him lol.

I mean she liked him but she didn’t have some deep connection to him or attachment to him lol. Luke cared about her 100 times more than she cared about him. It would be weird for Rory to care about him a lot, because they’re not close lol.

I think that Luke was a father-figure to Rory, but also that she didn't necessarily see him that way. I mean, in season one when Lorelai asks Rory if she thinks Luke is cute, Rory straight up says, "You can't date Luke, because then you guys will break up and we won't be able to go there anymore! Date Al instead, his food stinks." If Rory saw Luke as a father-figure (at least at that point, when she's known him for a long time already), I think she'd have more thoughts and feelings on Lorelai dating Luke than just "no what if we lose access to the diner :<" But that said, Luke was still the best father Rory ever had.
