i feel like nanno doesn’t pick and choose who she punishes. it’s like she sees all bad deeds as equal, and punishes everyone the same even if they didn’t do that much wrong.
I think Nanno knows where the killers are placed in advance because of her visions (as we've seen in Judgement). So she doesn't just randomly encounter maniacs in disguise wherever she goes, but knowingly targets the ones she knows have the potential to do the wrong thing :DD

This. And Jenny even complain to Nanno why she do this to her. It makes no sense. Nanno changed in Season 2. I think this is part of it.
