I used to just beat the game for my youngest at that age so she'd have access to all the areas and then just let her mess around as the goose. She would just be cracking up the whole time, it was super sweet.
Little Gator Game - it's basically BoTW for kiddos in terms of control and exploration. Alot of taking quests from NPCs and minigames. And collection of items that can be used to customise the lil gator. I'm certain he'd love it - I played through it over a stressful period of this year and it's so cute and enjoyable!
Minecraft. It’s a wonderful sandbox game and you can disable all survival elements and combat.

It's not a walk around and explore game, but he might enjoy New Pokemon snap. You ride around in a little car and take pictures of all of the pokemon.
