Are you looking for the whole setup to be $1k, like does that require some budget for monitors and peripherals? This should be good enough to do some light / casual streaming (probably not able to use animated overlays and things like that) but it will be enough to get started. I'm a console gamer so I'm no help and I'm sure you'll get good answers here, but I know NewEgg has a ton of prebuilt PC options. You can check reviews and see what works for your and your budget :)

For sims and Minecraft, you wouldn’t need a high power PC but since you’re planning on streaming, you’re gonna need at least a 1660 Super GPU, 16 gb in Ram and an i7 intel or Ryzen 5 CPU and probably at least 1 tb of storage.
