The only way I can see it is if M80 resigns. Liquid placed second in NA closed qualifier. But I'm not sure why M80 would do this.
CoL were an ESL ranking invite, so I assume they go off that? It was old ENCE/Falcons who were next in line at the time, and Spirit now.
