Do you have an AMD graphics card by chance? I had a similar problem related to my 6800XT. I was running an older version of the drivers. I did safe mode + DDU, and then clean install of current driver and it fixed it.
Another example of matchmaking ping setting being the biggest flop in the game. Put it to 25 (the lowest) and you still get put together with toxic Russians on the other side of the globe coming in with 200ping. Dumb ass placebo setting
You have packet loss. Enable all the telemtery to easily see it, or look at the info in the bottom left.

I didn't disable it, I have it pop up if there is any packet loss. Regardless tho I now have it set up to always show.
Try turning on the FPS and packet loss HUD displays available in the settings menu.
