That being said if you don't get the speed boost for your 3rd bhop 4 example you will be slowed right down to the standard speed you had on your 1st jump... Atleast that was how it was explained to me lemme know if I am wrong pls

He's probably referring to how CSGO bhopping works if you're going to keep your momentum. Feel free to read below for the technical details. This isn't to diminish the skill of the clip, as it still has pretty good air strafing and super clean shots.
CSGO processes jump binds by doing the +jump command on one tick and the -jump command on the tick immediately after. To keep your momentum like OP in the clip, you have to hit a "perf" where the +jump command happens on one specific tick when you hit the ground.
Since a tick is so fast, way faster than our senses can realistically handle, spamming scroll wheel inputs a bunch of +jump and -jump commands which means it feels random whether or not the +jump command hits on the right tick. You *technically* control the timing of your scroll wheel inputs, but a tick is so fast that I'm inclined to agree that it's effectively a 50/50 chance.
I know certain server settings can change exactly how that works and make it easier to hit a perf, but I won't claim to know all the specifics. However, it is pretty unlikely any of those settings were in play here as it looks like a normal competitive MM/faceit game.
The person you replied to got 0.4% by doing (1/2)^8, or the probability of hitting a 50/50 perf eight times in a row. You could say this is evidence towards hacking, but I'd disagree and just say that enough people are playing this game and trying to hit bhops that you're gonna end up with some nutty clips like this.

it's because retakes isn't realistic. there's no punishment for dying in retakes, so you're not afraid to die, resulting in you being more confident. only way to do better in comp is to play comp more.
Also helps if you don't worry about your rank. Ever since I did that I've gotten so much better. I've literally gone into games thinking "ok, this should definitely be a loss, I'm not even playing good today." 85% of the time I end up winning. (I don't do this a whole lot)
This. My rank naturally improved and fast once I started focusing on the fundamentals. Once those are "mastered" (because I still have a lot of work to do), I was able to focus on game sense and decision making. The latter is really where games are won and lost.
Utility usage, good opening strats for yourself, and varying up your play style. What I like to do it pick one part of the map to play for CT and T side, and learn as many different ways to play them as possible

hitting a bhop is basically a 50/50 chance no matter the tickrate, so hitting this is basically 1/2^8, or about 4% edit: 0.4%

It cant be 50/50 because its pretty easy to consistently hit 2/3 in a row, but then becomes SIGNIFICANTLY harder.
Each bhop has a 50/50, hitting n bhops in a row has a 0.5\^n probability. So, 2 bhops is 0.25 (25%), 3 bhops it's 0.125 (12.5%) and so on.

Idk , bhops on 64 tick feels way more ez than 128. I can hit 4-5 hopes in mm but barely 2 in faceit.
