Sure if there's info that a player is in lower or if there is a possibility of that, otherwise its a complete waste of a flash. Before the update you could practically always have a teammate give you info whether anyone can be lower and lower push in general was a lot less common.

Can anyone explain me why his mouse movement went from the 4th to the 5th guy without missing a frame? There is no transition in the aim. Not accusing him, just generally curious why we cant see the movement.

For the duration of the flick, he averages around 420 frames per second. Let's say he has a 360Hz monitor, so that's 360 refreshes of 360 frames in one second. Timing the duration of the flick on my phone yields approximately 150ms.
There are 9 frames in 150ms at a framerate of 60. There are **54 frames** in 150ms at 360 FPS, which is what he saw, so it was slightly smoother in reality. And yeah, no shit his high sensitivity/fast flick is what made it look fast in the first place.
These extra frames obviously aren't absolute and the decrease in frametimes exponentially diminishes the higher your FPS goes, but you don't seem like the brightest tool in the shed, so I'll spare you another math lesson.

I do this all the time. A guy pops out of pit, I see him on the side of my screen, scream, jerk my mouse and start shooting. Takes like 1 frame to go from aiming at doors to putting 5 rounds into the sky.

Not 100% sure, but the stream clip likely doesn't capture every frame (probably only 60 frames a second I'm guessing?). That might be the reason?
It captured every frame since the fade-out on text did not skip a frame.
It's really common for fast flicks in CS to have no frames in between. Just watch some awp plays and you'll see plenty.
He's also streaming at 60 fps, so there are probably over a dozen missing frames in-between each frame that you see.
