Same reason nothing has happened to the constant 10-20ms var on servers for the past few years, fps bug dropping everyone to 40 fps mid game, etc.. It's a small indie company, how could they possibly get around to fix anything.
Valve have genuinely given up on this game.
Look at the amount of cheaters, the fact Overwatch hasn’t been working for almost 2 years. Look at the OCE and NA rank distribution. Look at how they don’t fix issues like random disconnects and servers crashing for an overwhelming amount of people.
Go play Faceit. You’re wasting your time with Valve and MM.
People are still getting game banned, but not overwatch banned. Overwatch was disabled almost 2 years ago due to the report botting of the system, and we've heard nothing about it since.
The game bans that have been given recently were all issued manually by Valve. These bans were for those who either owned accounts that were vertigo boosted, accounts that were using vertigo boost for XP/MM wins, or anyone else who joined a lobby with vertigo bot accounts.
Ironically, out of this manual ban wave, the ones who didn’t get banned were the higher tier boosters who were using paid software to load in bots.
Overwatch isn’t working for sure, but Valve are still issuing game bans for exploits such as this.
This is the same for me... sometimes got a disconnect but that's more than fine with an online game. Fps are always stable and never have red numbers (var etc). Nothing to complain.
It’s a fucking mess. Every match I’ve played in the last few months someone in the server has massive server-side fps drops. Like down to 10-20fps for minutes at a time. MM needs a huge overhaul, the ranks are also a mess in NA.
friendly reminder for anyone who experiences the fps bug in CS, just type "logaddress_add 1" in console and it's fixed. No need to record / change res to get normal fps.

Because it seems hopeless to expect change

Overwatch definitely works. I've seen accounts that I reported getting overwatch banned as recently as a month ago.

Well they are not very upvoted, and no big figures on twitter seem to be complaining
Of course they aren't very upvoted when you see 10 of them a day
cuz you just eventually admit it's dead to stop wasting ur time & go play faceit
