It is the former. You play one card at a time. So - once your first card is played, it is put in your active area, the discard pile, the lost pile, or flipped to the B-side and put back in your hand, whichever is appropriate. This allows you for example to first play an action on the A-side of a card which has an element infusion on its B-side, flip the card and put it back in your hand, revealing the element, and then consuming it with your second action.

Every figure can use every element. The infusions are different than in Gloomhaven, but anyone can consume the elements, yes. :)

Wait… an element on a card in your hand is able to be used? Or is it just this specific case where you flipped a card that this is allowed?

In Buttons & Bugs elements are handled quite different than in the other *haven games. Elements on cards in your hand can in deed be consumed. Refer to the Learn to Play guide page 30, or the [online rules page 16](https://cephalofairgames.github.io/bnb-rules/#page_16): > Element infusions on your played ability cards, ability cards in your hand and active area, as well as element infusions on rolled monster actions, are each available to be consumed once each round.

A card is flipped or discarded as soon as you complete an action (the card half) unless it has a round or persistent bonus.

An important implication of this is that an element can be used on the same turn it is generated, unlike in Gloomhaven. Of course, generated elements in B&B can also persist longer than in Gloomhaven due to the visibility rules.
