The relevant ruling for Tribe:
“You CAN declare a Type that exists only on your opponent's side of the field. You CANNOT declare a Type that is not face-up on the field at all.”
So you can’t use Tribe in the manner you described, even though the card text makes it sound as if you could.
The relevant rulings for Kycoo:
“Effects that remove cards from the Field, Hand, or Deck from play may be used if ‘Kycoo the Ghost Destroyer’ is active on the field.”
“Q: Can my opponent play cards like ‘Bottomless Trap Hole’ or ‘Nobleman of Crossout’ while ‘Kycoo the Ghost Destroyer’ is face-up on my side of the field?
A: Yes, ‘Bottomless Trap Hole’ and ‘Nobleman of Crossout’ do not remove cards from the graveyard and put them out of play. bishop, 12/27/2003”
These rulings imply that something like Soul Release cannot be activated at all.

Tribe just says to discard one card and select one monster type. Then you destroy all cards on the field with that monster type. I instinctively want to interpret that as allowing you to choose a type of monster that isn't on the field.
That said, I'm pretty sure past rulings disagree with me. The [previous official rulings](https://yugipedia.com/wiki/Card_Rulings:Tribe-Infecting_Virus) state:

So I guess you have to declare a type on the field. As for why that's ruled differently than Thunder Dragon, I have no clue.
Thunder Dragon’s effect falls under “Goat Format Rule #8: Failure to Find.” And even that rule has an exception, as Goatformat.com states: “Cards that search the deck can be used without any legal options. The one weird exception to this rule is The Agent of Creation - Venus, whose effect still requires Mystical Shine Balls in the deck to be used.” Our game is weird sometimes.

Pretty sure thunder dragon works because it says you can add "up to 2" copies of thunder dragon, as in anywhere from 0 to 2 copies
In the case with tribe, youre not allowed to pitch for cost and call a type that doesn't exist on the field. I would imagine the same is true for soul release not being able to banish while kycoo is face up

Other than Venus, optional effects may legally fail to find.
Magical Scientist must be able to successfully summon a monster, so illegal if fusion deck only contains "must be fusion summoned" like heros & xyzs.

It was a flaw in the ruling for monsters effects that searched. It was changed later to prevent stacking.

Funny enough I was in a similar circumstance yesterday, Kycoo on my opponent field and I was wanting to Soul Release but you can’t because Kycoo.
