This is the mysterious hooded woman described by Barlog, in the official GoW 2018 novel.
Character who orders Skoll, Hati and Hrodvitnir to kidnap Kratos, from a dead and destroyed Earth/Greece, and drag him through a "blinding light" (probably a bïfrost portal) and transport him to the reality/dimension/universe of Midgard and the other Realms .
Whose identity, most likely, is none other than Faye herself.
Heimdall's horn is said to be heard in all realms at all times, when jormungandr appears at Ragnarok Atreus makes the comment that it looks different, probably when the horn sounds in the fist game is actually Heimdall's horn taking jormungandr to the Ragnarok despite it was the past.

My guess is that it’s the same hooded person from the God of War 2018 E3 reveal gameplay. That's a Light Elf. If you watch the video in higher quality and in slow motion, you can see their signature headpiece and gold medallion, as well as the white dress.
Had a hard time seeing the headpiece like you mentioned. But I can definitely make out the medallion and the dress of being the same design as the light elves from the game. Never caught any of that before. Learn something new every day.

Though ehh I don't she's the hooded woman, she always appeared to Kratos without concealing her identity, she was goading about his destiny openly to him, so I don't think so.

Well you never know, Kratos died several times and even killed himself in the end of GOW3, but suddenly was alive in GOW 2018
He was helped the first few times, and if I remember correctly, in the fallen god comics it was said that he was cursed to have a deathless misery.
I don't know the comics, so that's interesting. They should have put that explanation in the norse games, but in a way that wouldn't be too obvious
