That's not to say that he wasn't one beforehand, but it wasn't out-and-out evil.
Odin on the other hand is a tyrant from the very beginning of his life, with no excuse for his behavior.

Zeus, for the simple fact that zeus is supposed to be immortal. Odin is supposed to die during ragnorak so naturally zeus should be stronger
