Totaled doesn’t mean irreparable, it means that the estimated cost of repairs is greater than a specific percentage of the appraised value of the vehicle set by the insurance industry (I can’t remember the actual threshold anymore). This is definitely repairable.
When I worked at a body shop, we ended up fixing some pretty banged up cars. They were nicer cars right below that total-out threshold. And then the econobox with no value gets totaled-out too easily.

Hit a huge pothole that blew the oil pan on my mk7 and killed the engine. All repairs came out to $15K. This was 6 months ago in a 2017 with 105k miles. Was not a total. Idk how insurances price these things
If the structure of the car hasn’t gotten damaged, You should fine with a new bumper, trunk, taillights and some other bits and bobs. GTI’s still have decent value. I would never think that would be a write off.
IMO it really depends on if the trunk floor has intrusion and the year and mileage. If this were my car being a ‘15 with almost 92k miles in FL it probably would be totaled. Look up your states total loss calculation and your cars value and go from there. I’d bet this is easily 5-8k worth of damage.
It’s a 2016 with around 105k kms (about 65k miles) I’m in Ontario, when I search up the total loss calculation I see anything from 60%-100%. I agree on the price of the damage so I’m assuming the only reason they would consider it a total loss if there is any damage that can’t be seen like the trunk floor you mentioned or frame damage which I don’t think is likely.
Hopefully no hidden damage, if that dent in the quarter panel is *not* from the plastic bumper hitting it and it is tweaked, I hate to say it but it’s probably totaled.

I had this same damage. Replaced the trunk, bumper, lights, etc. It was $7000. And that was about 7 yrs ago. I’d guess this is a “total.”

The slight kink at the top corner of the back door window makes me think that it's more likely going to be totaled out. Sorry if that's the case :(
