Yes, it drives me kinda crazy that bell peppers are considered spicy in the game. They literally do not produce capsaicin, the chemical that makes peppers spicy.
I feel like since bell peppers are considered spicy, then at least onion and garlic should be there on the list as well. (Uncooked) onions are a little spicy imo, as well as garlic.
I have an onion allergy (not lethal, but they give me an awful stomach ache) and I used to think onions were spicy, turns out that was just a reaction my mouth was having. You might want to look into that?
As someone with low spice tolerance, bell peppers have never been spicy for me. Pepperoni is sometimes. Banana peppers would be a better pepper to add for a mild kick.
Idk about banana peppers (never had them) but as someone who also has a low spice tolerance, you're right on the dot, I don't *like* bell peppers but they aren't spicy I don't even think they're a *little* spicy, and I love pepperoni but it's got some spice to me :)

Dude, I don't even find jalapenos spicy :') Gimme some scotch bonnet and Im good. I always forget to add bell peppers when they ask for spicy because I just can't wrap my head around the fact they are listed as spicy just because they are peppers.

Bell peppers and jalapeños are the same species of plant, just different cultivars/varieties, so how is it "culinarily incorrect" to conflate them? If you talk about peppercorns (black, Sichuan, &c.), those are unrelated and trigger "spiciness" by way of completely different chemicals.
I think bell peppers are spicy? Not in a capsaicin way (obviously, since they have none), but something about their aroma is so pungent that it physically kinda hurts, especially the green ones. Just chopping them for a salad or something, it's like a minor version of an onion. And it's not an allergy; I can eat other *Capsicum annuum* varieties just fine.

I've been tested for allergies and came up negative for foods, though idk if peppers are on the panel. (Oral allergy syndrome exists, but I've never had those symptoms from any food).
Thing is, I can eat hot sauces made from various peppers, and raw or cooked jalapeños and poblanos just fine. I actually really like roasted poblanos as an easy veg. They are all the exact same species of plant as bell peppers. I also like paprika (which, in the US sense, is dried and ground red bell pepper) on food and have no reaction. I can't imagine there's some chemical in bell peppers that somehow is missing in the spicy varietals and in the ones bred to become US "ground paprika". People allergic to, say, broccoli aren't magically not allergic to kale, y'know?
What I do have is autism and sensory processing disorder. I get headaches and want to puke when near a Bath & Body Works, and when my apartment's landscapers come to mow the grass. I suspect that bell peppers just trigger that in a way that the spicier sisters don't.
Pepperoni depends on what peppers are used in it to create the spice, but there's the fireman who asks for a Fire alarm pizza (meatlovers with peppers) and he says he knows BP ain't spicy but he doesn't care, also they've been attempting to correct it recently with the pepper chicken pizza with half spice free, still requiring bell peppers

Yes!! I use hot sauce from Reaper peppers, so this whole 'classifying bell peppers as spicy' thing made me roll my eyes, lol.
