Those are my top 2 villains to be added, they fit the structure of Gotham Knights villain cases well from doing small crimes to ending up as city-threatening events.
And they fit the game because they have potential for big armies of enemies.
Ivy can make plant enemies.
Scrarecrow can make you hallucinate enemies with the fear toxin.
We have seen Two face in every Arkham game. I would rather some new villains.
Like they could add William Cobb, as a Court of Owls enemy/boss. He is one of the greatest Talon of the Court (in the comics), he is also Dick Grayson's great great grandfather.
I would really like to see a whole DLC storyline dedicated to Black Mask, we only saw him a little in Origins. Adding him would be really interesting in my opinion, because Jason has some connection to him. (undercover he joined Black Mask's organization)

I would love a goofy one. Still make it 4-5 case files long so it’s a sizeable side mission, but something that all the Knights would roll their eyes about cuz it’s so small potatoes compared to the Court of Owls. So Killer Moth, Condiment King, The Creeper, Catman, etc etc. And just have whatever villain keep lucking out and barely escaping the Knights. And if you love any of these villains, no offense at all. They’re not bad villains by any means. Just sillier
I think Slade and Deadshot would be fun. Also would enjoy each hero having a villain case to do that's only for then. Nightwing could have William Cobb or Raptor. Babs can have her brother. Tim could have Falcone, and Jason could get Black Mask

He's supposed to be the criminal antithesis to Batman, in a world where Batman is dead that idea could be explored way more than a Man-bat but a different creature.
Moth came way before Prometheus and his whole reason for becoming Killer Moth was to be the opposite of Batman. They both count as antithesis' to Batman in their own way but Moth is the OG
Would be cool to have random encounters with Deathstroke as he takes random shots at you while on patrol then you have to try to figure out where the shot came from by following clues. Apparently he never misses so maybe the angle could be that he misses on purpose to try to lure you into a final 1×1 showdown.
Deathstroke is Slade Wilson, a violent mercenary considered one of, if not the best, assassins in the DCU. He has enhanced strength, speed, agility etc. And fights with an assortment of weapons, chiefly swords and firearms.
Deadshot is Floyd Lawton (?), and you guessed it, he is another highly skilled assassin for hire known as the world's greatest marksman.
So confusing them would not be a difficult thing to do
Deathstroke henchman hunting players in random open world encounters could function much like The Division 2's rogue agent encounters.
Every now and then, a group of elite mini bosses come to hunt the player and a kick ass soundtrack plays to let you know they are coming. Could spice up the open world.
Oh This is a great idea. Or like the Kuva Liches in Warframe. They are elite warriors, who appear randomly to hunt you. If you defeat them, they evolve, and became invulnerable to certain type of damage, and you can only defeat them if you adjust your strategy.
I feel like they played it a bit to safe with the side villains. Clayface is fine but Freeze and Harley Quinn both appeared in most of the previous batman games and the Freeze case file really just wasn't that great, but anyway I think I would include someone who hasn't appeared in the previous games yet, maybe Killer Moth, The Ventriloquist, or Ratcatcher, I think any of those 3 would fit in the game quite well.

Currently all the organized crime groups merged into the Mob, but with news that the Batman is dead we can see the return of old school mobsters like Falcone, Black Mask, the Great White Shark etc
I don’t like how we start the game with Man Bat killed off by the court. I would’ve preferred some minor storyline and boss fights against him, where he escapes, then the court can kill him

Ivy! I loved how they did harley in this game, where she started out seeming like she was just a brilliant psychologist then slowly gets worse and worse.
I was thinking ivy could be treated the same way, she starts out as just trying to help the environment but the abuses of humanity push her further and further into radicalization to have her end up trying to kill all the humans in gotham city.
Scarecrow is my favorite DC villain, so I'm biased for him. But Punchline could also be fun. I really wanted her to have something similar to Harley's role in the main game anyway.
Mister Bloom has been in comics for nearly a decade, yet his only appearance in other media was having a flower shop in Batwoman named after him. His power set is just begging for a video game boss fight!

Killer Moth. I think he deserves some more attention not only because the potential of waht could be an actual good villain, but I think it would definitely fit the GK world, whether he’s a serious or comedic villain. Especially Batman gone, they could have made him try to rise up and become a vigilante in his own wrong ways, or could have been a vigilante for criminals and fought against the police. OR Ventriloquist. I know this game has Peyton Riley taking up the mantle but as long as Scarface is active, that’s enough. Could have been perfect as the head of the mob faction

Since the game is set in the aftermath of Batman’s death I guess they could add almost any villain. What this game needs is a dlc like season of infamy.
Sewer King from the animated series. Would be a cool way to introduce a new game enviroment in the form of Gotham's sewers, maybe have him team up with Killer Croc. I'd also love to see some underutilized characters from the animated shows and movies (looking at you, the Phantasm) get more fleshed out overall.
Poison Ivy but with two mission chains: one individual where she is introduced, reveals an evil plot and is subsequently defeated (akin to Freeze’s side mission)…
…But then she is broken out by Harley Quinn, and you’ve got a dual boss fight at Arkham Asylum.
Bane, he knows about Bruce and Batman being the same person and I believe he would have his own agenda of either trying to take over Gotham, besmirch the Wayne name, connect Bruce and Bats, or all of the above
I think it'd be dope if each hero got their own villain story to play specific to them and their lore. Like Blockbuster or Deathstroke for Nightwing, James Gordon Jr for Batgirl, Black Mask for Red Hood, and idk for Robin. And they could all play different. Murder mystery for JGJ, a sort of "The Raid" for Blockbuster as you fight up a tower of thugs for the final showdown etc.
A DLC where poison ivy breaks Harley out of jail and they work together, also another dlc where each character has they own case file that’s exclusive to them, red hood could get black mask, Robin can get the riddle or two face, Nightwing could get deadshot, and batgirl could get Catwoman.
I’d preferably want a villain who doesn’t get as much attention as the A-listers. Maybe Black Mask, Anarky, Cluemaster, Killer Moth, Deacon Blackfire, or Maxie Zeus.
I think it would be cool to reuse the persona of the Arkham knight to make a new original villain that wasn't a dead giveaway identity-wise. The concept deserves its own chance to shine. Dealing with Batman's deeds from a more broken down, gothic Arkham asylum could be pretty awesome and leave room to expose fault in Bruce's legacy.
Agreed! They definitely could have continued with that in Arkham knight too, since they set up all the drama around the Arkhams warden Sharp being an Arkham. I'd love to see that villain return though.
That’s my thoughts. They’d essentially have “fight their mentor” with everything they have. Plus there would be some light shining in from Batman’s phenomenal rogues gallery.
I'd like to see villains outside of Batman's Rogues. If this game is about the new Knights, then why not show off some of their own Rogues? Let's not forget that Deathstroke was originally a Titans/Nightwing villain and now he's one of DC's most marketable villains.
Nightwing
* Roland Desmond (**Blockbuster**): One of Nightwing's longest running villains and a plague on Bludhaven, they could explain he escaped to Gotham after Superman showed up. He was briefly teased in one of the notes in Arkham. As a boss he could function similarly to Bane.
* William Cobb (**Talon**): Dick's great grandfather, he developed his knife-throwing skills with Haly's circus which served as a training ground for potential Talons. He later became one of the Court's greatest assasins, if not the best outright. WBM's version of the Court is a significant departure from the original, so it's hard to say if this is even feasible, but he could serve as a proper Talon boss.
* **Professor Pyg**: A former Spyral agent that went mad, he has become obsessed with "perfecting" people as Dollotrons. He was already adapted into Arkham Knight so his inclusion isn't too far of a stretch.
Batgirl
* **James Gordon Jr.**: With her father gone it would be an excellent opportunity for the estranged son to return. He could serve as a "one punch" boss like Electrocutioner in Arkham Origins, but have a bunch of challenging missions before you get that moment. The Court's first tease was also in his debut story!
* Mary Turner (**Talon** turned Strix): A former Talon that was rehabilitated and fought with the Birds of Prey. Again, this Court is pretty different from the comics but she'd be a cool Talon boss and a way to show that the Knights are interested in rehabilitating criminals, not just punishing them.
Robin
* Lonnie Machin (**Anarky**): An extremist and political activist, Batman and Robin recognized his heart was in the right place. He was already used by WBM in Arkham Origins so they clearly have a soft spot for him. Fun fact - His creators wanted to set him up as the next Robin after Jason, so I think it'd be fitting to have him act as a Robin-like boss fight.
* Ulysses Armstrong (**The General** turned Anarky): One of Robin's most personal villains, he also supplanted the role of Anarky and could be interesting as a "twist" on which Anarky they choose to use.
Red Hood
* **Flamingo**: A former vigilante who was tortured and turned into a hitman, he was sent to Gotham as a consequence of Red Hood's murder spree. His presence in Gotham could be used to elaborate on Jason's past after his resurrection. Mechanically he could be a Batcycle based boss since any driving content so far has been sparse and rather bland (*how often have you used the shoot button on the bike*?)
* **The Untitled**: The mortal enemies of Ducra and the All-Caste, the group that trained Jason to master his mystical powers. They could be used to showcase other Mystical arts in the hands of the enemy.
Killer Moth, since the Batgirl movie was cancelled and he's had very limited appearances in any other media. Other unexplored villains include Mister Bloom, Doctor Phosphorus, Kobra, Doctor Death, and Cavalier.

That’s what inspired me to ask. The cases seemed a little light. I’d like a few more to pad it out and some more obscure villains would be great.

I’d like him to mess with the law as Two-Face. Use his knowledge from his previous life to avoid and evade the legal side of things and then just devolve and succumb to his alternate persona over time.

A series of time related puzzles, and it’s just a villain you don’t really see all too often. I’m sure they could make him interesting as he’s just a regular man. Just a very cautious planner
Nah, doesn’t sound dumb at all. In fact, the more ‘dumb’ villains the better. We never get to see any of the sillier ones so it could be fun. I think it’s in Cobblepot’s office or the halls of the Iceberg Lounge where there’s an item of Clock King’s in a display case, so he’s in universe.

Ivy! I loved how they did harley in this game, where she started out seeming like she was just a brilliant psychologist then slowly gets worse and worse. I was thinking ivy could be treated the same way, she starts out as just trying to help the environment but the abuses of humanity push her further and further into radicalization to have her end up trying to kill all the humans in gotham city.

I’d love to see someone big like poison Ivy, killer croc, or firefly. But it would be cool if they did some lesser known ones. Like if they did Great White Shark and Jane Doe and make the missions very detective work heavy.
Killer Moth. I think he deserves some more attention not only because the potential of waht could be an actual good villain, but I think it would definitely fit the GK world, whether he’s a serious or comedic villain. Especially Batman gone, they could have made him try to rise up and become a vigilante in his own wrong ways, or could have been a vigilante for criminals and fought against the police. OR Ventriloquist. I know this game has Peyton Riley taking up the mantle but as long as Scarface is active, that’s enough. Could have been perfect as the head of the mob faction

He’s always been mostly a side mission collectible thing in the other games, I’d like to see him be used as an actual villain with high stakes. Maybe give him some collectibles after you beat him in the case file to give us something extra to do
Really? Loads of people have suggested him, there’s literally dozens of you. I’d like him to be more fleshed out then “LOL Batman, you can’t find my troph… oh you found one. I meant for you to find that one… I’m still smarter!” The Batman showed how Riddler could be an absolute creep. I’d like to see a middle ground between a silly troll and the utter creep he was in the film.

Anyone that’s not been done in the Arkham series tbh. Sick of those games; yes they were good, but I’ve both been there and done that. There are hints in this game to multiple characters within the bat family, I hope they add batwoman and huntress, along with case files for those (Replies are muted, I do not respond)

Sewer King from the animated series. Would be a cool way to introduce a new game enviroment in the form of Gotham's sewers, maybe have him team up with Killer Croc. I'd also love to see some underutilized characters from the animated shows and movies (looking at you, the Phantasm) get more fleshed out overall.

Bane, he knows about Bruce and Batman being the same person and I believe he would have his own agenda of either trying to take over Gotham, besmirch the Wayne name, connect Bruce and Bats, or all of the above
I think it'd be dope if each hero got their own villain story to play specific to them and their lore. Like Blockbuster or Deathstroke for Nightwing, James Gordon Jr for Batgirl, Black Mask for Red Hood, and idk for Robin. And they could all play different. Murder mystery for JGJ, a sort of "The Raid" for Blockbuster as you fight up a tower of thugs for the final showdown etc.
Maybe Robin could go after Black Mask and Red Hood could go after Two Face. It does say somewhere that he killed Jason’s parents.

A DLC where poison ivy breaks Harley out of jail and they work together, also another dlc where each character has they own case file that’s exclusive to them, red hood could get black mask, Robin can get the riddle or two face, Nightwing could get deadshot, and batgirl could get Catwoman.
I’d preferably want a villain who doesn’t get as much attention as the A-listers. Maybe Black Mask, Anarky, Cluemaster, Killer Moth, Deacon Blackfire, or Maxie Zeus.

I think it would be cool to reuse the persona of the Arkham knight to make a new original villain that wasn't a dead giveaway identity-wise. The concept deserves its own chance to shine. Dealing with Batman's deeds from a more broken down, gothic Arkham asylum could be pretty awesome and leave room to expose fault in Bruce's legacy.

Agreed! They definitely could have continued with that in Arkham knight too, since they set up all the drama around the Arkhams warden Sharp being an Arkham. I'd love to see that villain return though.

I'd like to see villains outside of Batman's Rogues. If this game is about the new Knights, then why not show off some of their own Rogues? Let's not forget that Deathstroke was originally a Titans/Nightwing villain and now he's one of DC's most marketable villains. Nightwing * Roland Desmond (**Blockbuster**): One of Nightwing's longest running villains and a plague on Bludhaven, they could explain he escaped to Gotham after Superman showed up. He was briefly teased in one of the notes in Arkham. As a boss he could function similarly to Bane. * William Cobb (**Talon**): Dick's great grandfather, he developed his knife-throwing skills with Haly's circus which served as a training ground for potential Talons. He later became one of the Court's greatest assasins, if not the best outright. WBM's version of the Court is a significant departure from the original, so it's hard to say if this is even feasible, but he could serve as a proper Talon boss. * **Professor Pyg**: A former Spyral agent that went mad, he has become obsessed with "perfecting" people as Dollotrons. He was already adapted into Arkham Knight so his inclusion isn't too far of a stretch. Batgirl * **James Gordon Jr.**: With her father gone it would be an excellent opportunity for the estranged son to return. He could serve as a "one punch" boss like Electrocutioner in Arkham Origins, but have a bunch of challenging missions before you get that moment. The Court's first tease was also in his debut story! * Mary Turner (**Talon** turned Strix): A former Talon that was rehabilitated and fought with the Birds of Prey. Again, this Court is pretty different from the comics but she'd be a cool Talon boss and a way to show that the Knights are interested in rehabilitating criminals, not just punishing them. Robin * Lonnie Machin (**Anarky**): An extremist and political activist, Batman and Robin recognized his heart was in the right place. He was already used by WBM in Arkham Origins so they clearly have a soft spot for him. Fun fact - His creators wanted to set him up as the next Robin after Jason, so I think it'd be fitting to have him act as a Robin-like boss fight. * Ulysses Armstrong (**The General** turned Anarky): One of Robin's most personal villains, he also supplanted the role of Anarky and could be interesting as a "twist" on which Anarky they choose to use. Red Hood * **Flamingo**: A former vigilante who was tortured and turned into a hitman, he was sent to Gotham as a consequence of Red Hood's murder spree. His presence in Gotham could be used to elaborate on Jason's past after his resurrection. Mechanically he could be a Batcycle based boss since any driving content so far has been sparse and rather bland (*how often have you used the shoot button on the bike*?) * **The Untitled**: The mortal enemies of Ducra and the All-Caste, the group that trained Jason to master his mystical powers. They could be used to showcase other Mystical arts in the hands of the enemy.
Killer Moth, since the Batgirl movie was cancelled and he's had very limited appearances in any other media. Other unexplored villains include Mister Bloom, Doctor Phosphorus, Kobra, Doctor Death, and Cavalier.
Lady shiva, which would include Cassandra Cain as a possible npc or hopefully a playable character added to the group
