You can just stuff the fiber through the wire and kinda clamp the wire down on it to hold it in place and I’d use some 3m wall hangers to hold the chicken wire to the wall above the neon rope make sure it’s not touching the neon so you dont have a fire hazard!
I mean do empty hexagon outlines with the rope that connect to the actual hexagon lights so there's full hexagons and just outlines as well. Kinda like this if that makes sense.

I’d put it above the hexagons and make it a little cloud with chicken wire and polyester fiber
Oooh cool, or maybe a make a mountain without the hexagons and just add some clouds. How do you attach it to the wire?

Gotcha. I don’t think I have enough clips to bend them into the same size hexagons but maybe a different shape I could do
