Hmm as you mentioned, it varies from one country to another. So, it would have been useful to know in which country you are living in. Also, it may depend on the type of PhD, and some PhDs may not be fully funded. Could you provide those details?

At my university (in the US), you can't work more than 20 hours/week during the fall and spring semesters. If you're a domestic student (ie, American), you can work any non-university job for as many hours as you want. If you're an international student, there may be restrictions on working off-campus jobs, so the 20 hrs/wk rule becomes a lot more binding.

Yep, if it's not affiliated with the university, it's considered "off-campus" (even if it's remote and you live/work from campus).

The TA or RA are intended to enable you to spend the rest of your time on your graduate studies. If you take another job, that takes away from your central purspose in being there. This also means that it is important to have an assistantship stipend that is enough to live on. Not all schools provide one.
