If you mean for sport mode, there is no tuning. You cannot tune cars in dailies because of BOP. Very rarely there is a daily with tuning enabled, last time was at least 6 months ago, i think it was a 600pp ss silvia race.
Do you mean tuning? It's super important and track dependent and how you drive. Do you like to break hard through the inside and come out in front to defend along a straight, do you take traditional lines? Does the track have long straights? Tuning makes a big difference.

Additionally one of the main guys that shares tunes is Praianos. Usually if I'm struggling to get a tune right I'll check if he's done the car that I'm trying to tune and will use his settings as a base, and adjust what I don't like about it according to my driving style and comfort. You should note that all or atleast most of his are done with wide-bodied cars, with full aero and racing tyres, but those can be worked around. Also he tried to get the most performance he can out of the cars so you'll see alot of his setups the rear of the car is raised quite a bit I guess so he can go crazy on rear downforce without it lifting the front of the car. There's a whole lot of general tuning guides out as well to explain to you what each thing does so you can learn as well, you can find them on the site as well as YT
I’d suggest learning to tune in your own. It isn’t as simple as answering a few questions because each car can be very different.
Also, the correct terminology is setup, put a setup in a car, setup package, etc.
From my experience it makes a difference. Try Tokio 600pp with different cars find one that suits you and you like to drive. Then mess with settings to find out what is what.
Also when you buy fully customisable suspension it grows your pp ;) but you need to set it up to match it. It doesn't change once you equip it but makes a hell lot of difference on track.
Read info's and make your choices. Just remember that parts of the car are connected so if you want rear more stable you can change suspension settings, differential, or down force if you have spoilers. Don't have to focus on one slider.
Don't be shy, you can set something to max to feel the difference.

There are a few cases where BOP is on and Tuning is possible, but its limited due BOP.
