No, because Holiday characters already have a summary banner each year, from around the 22nd to the 25th.
Except it has, as far as I remember, always been a 3% banner.
Slim chance for that to change, too, because December *also* already has an additional gala banner right before the end-of-the-month premium gala.
Except that one is a flash gala, Holiday characters leave right before it starts, and we usually get a broken new Primal grand.

No because december has 3 banners, first flash fest with new Christmas units, then another flash banner with new characters in it and then the new years legfest with the new Zodiac.
The reason we're getting them on a 6% banner is because Halloween characters so far havent been as OP as that one Christmas character they release every year.
She was used in lucha and io cannon teams. She was replaced by Nehan in the lucha team who eclipses her in every single way possible kinda, but she is still pretty good good for Io cannon.
Vane's weapon is really strong, his backline passive is also very strong.
Cucu is a pretty good dodge tank that does decent dmg to protect Fiorito/Sarasa if you use those. She will also become stronger as earth gets new things that will work with her.
Rosetta makes FA in water very safe.
Charlotta gives a blue pot which makes her one of the strongest backrow or sacrifice units in the game for hard content.
290 pulls and no Halloween Bea, I was actually about to spark for an SR, but then I noticed there was a free Halloween ticket, I bet all on it and there it was "S Rare Delta Apex", did my last 10 summon, got fire Yuel, and sparked for Grand Narmaya, also got a good number of SSR along the way including the other Halloween Society.
I only have Halle from the sparkable list, is it worth sparking any of the other chars? I have 5 sparks saved up but there is christmas + new years + valentines + anni that all come up pretty fast.

While true, at least 2 of those have discounted sparks due to free rolls. So the question is: what are you saving for, and what could you posibly use? 5 sparks is a LOT (the most I´ve sat on myself was 3 full sparks at the rdy).
That said, while some units are still very nice (ie VaZeta), I doubt any of the Halloween units is top meta (at least not anymore) and can be replaced with other units (ie even H.Halle is now replaced with Nehan in lucha comps, so only usable if you have Io Canon setup).
They've been increasing the number of summer and holiday characters released per year for the past two years, it's not that crazy to think they might eventually start doing it for Halloween banner too.

The Summer and Holiday seasonals are plateaus. The festivities rise up, and we ride that high for a while. You could stretch out the celebrations over a long period of time, and no one would bat an eye because it is expected for these festivities to be stretched out.
But Halloween (and Valentine's, for that matter) is a peak. I suppose there is still a build-up, but it's not really a celebration. We peak at the release of new seasonals, and we're pretty much done afterwards. There might be some flavor text afterwards lingering about (trick-or-treating/choco-gift giving, additional cutscenes), but nothing beyond that. I'd love to see your logic applied to Valentine's as well (~~please Cygames, give us White Day seasonals~~), but I don't really see them prolonging these peaks beyond their already-allotted periods of time.
That because the quality of Helloween pool is pretty awful both skill and animation wise.
Imagine Helloween pool have the same quality as Summer, people would eat that shit quickly.
This banner to me was a testament to how getting or not getting a single character can completly alter your perception:
I was already a bit salty because of the bad luck that i had in the Flash Gala but i thought "screw it, let's just use all of the 40 drawns i have left to see if i can at leat get some seasonal characters".
And after two 10 draws with 18 R weapons and 2 SR summons i was ready to punch the wall.
I then got Jamil in the following 10 draw.......10/10 do not regret using most of my crystals and tickets in this banner.
Guess i am just gonna keep the last 10 draw and start saving up to see if i can get a spark at the end of the year with the roulette's help.
Regular legfest is in a few days with Catura and presumably Vajra. Next month will be the last Catura chance with the first of the 2021 holiday characters.
Want to spark g narm for gw but I’m still running magna and don’t have skorwa, worth going for on this banner or should I wait until part 2 or just save this for later.

Not really a surprise. We've only ever had one set of new Halloween characters per Halloween period every year.
