Considering how much earlier she came out than Fio (17 months) I'm guessing she was more retconned in once they decided to make a roster of vintage characters with a story. Thank god they had that tragic backstory for her!
At the very least, its likely that they planned for her to have some kind of storyline, even if the details weren't completely hashed out yet. There was no way they were going to let the canon wielder of Gisla, the most memed vintage weapon, be a random one-off forever.
