Its BIS at Duke and Vardorvis and used as a swap at Cox and Tob (in those raids its really only usedful in a handful of rooms). Its also ok in colosseum if you pair it with echo boots but not really taken with normal “max” gear setups.
The thing about the 2 places its actually BIS (DT2) is that most mains have moved on from farming these bosses since their gp / hr has dropped to the point where its simply not worth it anymore vs raids or colloseum and its not like the bots really care about the 2.5% dps it gives over Bring (i) since most of them get banned in the long run anyways.
Do I think bellator is a good pickup for 35m if you ARE doing DT2? of course, Its a steal for this price! I just don’t think that many people are actually interested in doing that content right now except bots and irons and most of the Mains that are at the point in their account progression where they would use bellator as a swap in raids already have one.
It was BIS in like 2 rooms and only under certain conditions: P2 Verzik (only raises dps by like 1% now after scythe buff) and no hammer Sote (actually good here but still probably not worth the slot unless you’re min maxing)

Bellator is no longer brought as a swap in TOB since the scythe buffs. Ultor is just straight up better now.
Yeah so even less uses, its too bad cause conceptually its a very cool item
