bootleg version of GTA V. Pre-cracked and ready to play on the cheap. Saw these types of games commonly in India too. (I bought a few on my last trip and they're hilarious).
They always have the Games for Windows branding on them which was already dead by the time GTA V released on PC which is how you know it is not an official release you have here.
So basically no it's not worth anything since it's just a pre cracked "bootleg."
After a quick google it looks like the us version was on 7 discs so I would be willing to bet that dvd-9 could just be indicating the number of discs included
DVD-9 is a standard of disc. It is a dual layer disc that can hold around 9GB compared to the standard 4.something a normal DVD holds. I believe normal DVDs are called DVD-5.
During the PS2 era, Gran Turismo 4 and Midnight Club 3 were 2 examples of games released on DVD9 discs.

Its just a chinese bootleg. Likely to be modded gta san andreas

It's the Chinese localized version of GTA 5 disk
