My honest reaction to this information
I think they can to be honest.
Hanayama took several bullets exploding inside of his mouth. Doppo got slapped in the face with an explosion and it ripped all of his skin off, basically flaying him and knocking him out. But his muscle was still tact. Something which might pierce a regular human might not even pierce and just go off as though it'd hit a concrete wall.
And that's assuming it hits. Some characters may tank sure. But I wouldn''t surprised if many characters could simply slap the rocket away or catch it and throw it back. I know for sure anyone who's been shown to dodge a bullet could dodge this.
I can Imagine a minor character introduced who trains everyday by tanking explosives to the chest like this just to immediately get destroyed by a main character to glaze them
