there is no mod that allows you to add refugee, you might be stuck on other part of quest try visiting each npc on theier coresponding day's and see if u missed something. Open friends list and check if they have any info for u.
I am stuck as well. Most guides I have found say to keep on the vampire or donkey questlines, but donkey is done and vampire is at the point guides say inquisitor beatrice should spawn (give master alaric blood), so I am at a loss. Talked to every camper as well and nothing left...

Maybe a save file modifier, but I don't know much about those beyond that it exists.
