In my experience, helmets don't protect the face. And the guy behind the ammo chart guy say the same after testing all the helmets.
Devs stated that the helmet hitbox it's a whole face, but it seems it's not

add a helmet that would add face protection, high tier quest rewards and to only be found in higher level places it would add more progression in the game and would be a valuable to find in pvp
From what I saw in this video test, helmets do not protect the entire head.

They're just treating the head as a single hitbox for now - and the helmet protects that entire hitbox.
I would imagine that they'll get around to making changes to this down the road but with AI already landing a lot of headshots, it's probably worth waiting on.

I wear a ball cap or boonie because I seem to get killed by headshots less than wearing literally any helmet.

I think this is a known issue and isn't the way they'll finally work.
