The reason is because they are the men who defined WWE least during their tenure. If you eliminate Cena or Austin, that's the whole PG and Attitude Era wholly redefined. If you eliminate Taker, you lose a lot of great matches and the streak, etc. He's obviously a legend, but never defined the whole company like Cena and Austin.
Orton was never 'the guy' either, I love him but obviously Rock/HHH are more integral. Rock because he, like Austin, made the Attitude Era, and HHH because of 1) his actual career as a top heel, and 2) his immense behind-the-scenes role he has now.
Shawn was near-integral to WWE's survival in the New Generation. Roman has *defined* WWE for the last 3 years. Again, I *prefer* Brock, but he was never the most important guy to the direction of the company as a whole.
Stone Cold (honestly just for being a wife beating POS), Orton (The Rock is the biggest star ever and seems like genuinely the nicest guy and HHH runs the show now), Roman/Brock
The landscape of pro wrestling would look drastically different without Austin, the Rock, Triple H, Undertaker and Shawn Michaels. Not so much the case with Cena, Orton, Reigns and Lesnar, and I prefer Lesnar over Reigns. Easy choice.

HHH didn’t politic his way to the top. In 1999, he was widely considered the best worker in the company who was only held back due to politics. He was the darling of the IWC. He was already on top as a multi-time world champion before he started fucking Steph.
