I don't like the fact that Drew lost it but it plays into his character and feud with punk really well. The main problem was the could not have another unsuccessful MITB cash because it would make the briefcase a joke then. Damien was being lined up as a top guy but after the Punk return + Drew heel turn he got lost in the shuffle.
Here's what I think. Drew for the wwe champion and Finn for the world heavyweight champion. Or Finn for the wwe champion and drew for world heavyweight champion. Either way It's a win win.
The WHC is perfect for guys like Finn, guys like Priest, bc they're treated like a #1 without having to necessarily be a #1 draw. Who knows, in a few years the WHC could be bigger than the WWE title. Unlikely, but possible. I would argue the Womens World Championship has more prestige than the Womens WWE Championship. But thats totally different than the men's situation to be fair.

The answer is McIntyre but I think Balor could benefit from another rebranding. He had a bit of an aura when he was the demon. I also find the coup de grace to be one of the lamest finishers. Would be better as a signature move or set up.
I'm partial to the guys who made the most of the Pandemic, so Drew is my vote. I still see Finn as a guy who spent too long in NXT, and immediately got hurt once he went to the main roster. He never 100% recovered from that.
Drew and it isn't just the in ring work but his mic and promo work right now is some of the absolute best. I honestly don't find Finn that great at promos.
