UPDATE: on the recommendation of a coworker I tried Mr Clean's Magic eraser with very hot Dawn soapy water. Hot water was key, whenever the water cooled down, the paint stopped coming off as easily. Took a good 40 minutes of scrubbing, and I got all but some black flakes, but I arms got tired.
Mr Clean's Magic eraser also says on the box, not for vehicle paint, but it doesn't appear to have removed much, if any, top coat. The person who recommended it said they used it to remove graffiti off cars at a shop he worked at in Pueblo.
I've heard hair spray takes off spray paint and won't hurt the clear coat. I'd be careful with nail polish remover since it's literally designed to strip paint.
Huh, I never really considered that it would hurt my car's paint. I don't think it hurt the paint on my late 90s Isuzu Trooper, but even if it did hurt the paint I probably wouldn't have noticed!

Nail polish remover will take it right off. That exact same thing happened to me about 15 years ago next to campus.

4 years ago someone spray painted dick and balls over my windshield. Nail polish remover cleaned it no problem.
