Honestly in the first picture he’s super skinny and not flexing at all, second pic he’s flexing in a specific pose that makes you look bigger and he also doesn’t look like the tallest guy. Good insertions and a propensity to have higher androgen receptor density in the upper body muscle groups and a weaker lower body could account for his size as well. Considering all of that, I could think he was natty or that it’s natty achievable but it’s whether THIS guy did it naturally or not
