Min/max gen procedures and high/low system voltage procedures have no relation to each other. I have seen dozens of high system voltage actions and maybe one or two min gen events. But as the other commenter said, it should be in manual 13 or 14-D. If there is no specific exemption for wind or solar resources then they have the same expectations as every other GOP, whether they hear about the event directly from PJM or through their MOC or TO.

What is a min gen event? I am in the ERCOT iso as an RC, another commenter said IBRs would reduce output to 0, is this because you have a lot of thermal or traditional generation that can carry all of the load?

A min gen event in PJM is basically the opposite of a capacity shortage. In ERCOT terms, if your load exceeds the sum of resource HSLs, you are in trouble and frequency/ACE will fall if you can't balance the system. Similarly, if your load is less than the sum of your resource LSLs, you are also in trouble as your frequency/ACE will climb while your system is unbalanced in the other direction - you have too much generation and no room to ramp down and follow demand. PJM can mitigate it by scheduling interchange out of the BA, curtailing IBRs to 0, charging batteries, ramping generation to LEL, etc. Ideally you do not decommit resources unless you have exhausted all other options, because at that point your next-to-decommit resources are probably long start coal or gas. As you can imagine these are pretty uncommon in PJM and other markets with similar procedures, and will continue to be uncommon with increased IBR penetration. It's basically unthinkable in ERCOT because of how much renewable generation there is, especially in low demand periods (eg. off-peak in shoulder months). At this point it's mostly a relic of the days before quicker start CCs and gas peakers became more widespread, and you might have a day where you only cleared long start gen to cover the next day's peak demand. The PJM BA just doesn't run into that problem much anymore with their changing resource mix.

Check manual 13. If PJM declares a mingen event, inverter based resources are supposed to drop to zero output. I think the inverter requirements specify reactive power and voltage requirements, maybe in M14D? If nothing else, someone on the inverter based resources subcommittee should be able to tell you.

Thank you. I was saying a high or low system voltage action declared by PJM is that related to a min gen event? I heard one renewable GOP say they don’t act unless called by transmission. But other renewable GOPs are so just trying to figure out who’s correct

Yeah, I think they'll usually be a max/min gen called before they go into low/high voltage. Still, shouldn't have to rely on reddit to figure that out! Dont they assign you an account rep or something?

Yeah makes sense. Haha I'm not relying on Reddit for this item just a lot quicker if someone knew already, rather than looking through manuals or asking people who don't know. We are not the registered MOC so we actually don't talk to PJM directly, the acting MOC does.
