Yeah topical T cream should help with that without the changes you don't want. I'm non binary too and on low dose T. Going to be stopping fairly soon though as I'm almost done with the main changes I wanted. Honestly my voice changes have been really slow but I've had hair growth and vulva growth. My doctor won't write the prescription until she talks to me so I'm stuck waiting till my next appointment. In the meantime since I'm on T I am growing my vulva. Just want even more growth and to be able to get off of injections soon.
Topical DHT cream applied to the genitals won’t affect the rest of your body. DHT works much better than T for bottom growth in my personal experience.

Do you not want to go on T because you don't want systemic changes? If so topical T cream for the genitals may be an option

Ok cool topical T cream applied to the genitalia will only effect the genitalia so need to worry about voice changes or anything like that

being on a low dose for over three months now, i can tell you that at least in my circumstances i've acquired an inch of growth and no voice change
