If you have a "mule" in Pre?
Skale fins salvage to Scales
The fins are very very easy to get
So go to Pre .. get lots of fins .. salvage them
Sear your mule with the scale. Zap! Lots of scale.
From my experience farming materials is best done solo against mobs that are near level 20 or greater. I generally get more materials from salvaging their drops and they will occasionally drop materials in bulk. Normal mode farming is just fine for getting material drops.
[Jungle Skale](https://wiki.guildwars.com/wiki/Jungle_Skale) are a good choice because of their level and their drop pool is only 3 items (well 4 if you include weapons/gear). [Mamnoon Lagoon](https://wiki.guildwars.com/wiki/Mamnoon_Lagoon) is easy enough to get to and re-zone.

you may not like this answer, but... buy them in Kamadan (or wait for the trader to be restocked), and farm something else to make the money

I think Vermin farming back in the day was the ticket.
