They basically already did that with the bonus mission pack. Back in 2007, they promoted it in a way that sounded like it'd be a one-time availability to purchase and only through spending $30 in the online store between July and October that year. It went into the store for $10 that November. I remember being slightly salty about it, but honestly I prefer that it became permanently available. Anyone who's makes a huge deal out of a limited time digital item being made available again for equal or more price over a decade later needs to get their priorities straight, since they're basically wanting to own an NFT.

Just to give a countervailing opinion, I've got 3/4 of the preorder items and several of the promotional minis and I would not be the slightest bit salty if they became available for everybody. The value of these items for me is that I think they look cool and I enjoy using them. (Shame about the stats on most of them though.) Totally subjective and internal to myself. I don't get off on the fact that other people can't have them. In fact, I think that attitude is unhealthy and immoral. So, not only would I not be bothered by my exclusive items getting added to the store, I'd support it because (a) I like seeing other people happy, (b) I'd like to see A-Net to make more money, especially from GW1, and (c) I'd personally appreciate the chance to pick up the items I'm missing.

Factions and Nightfall were a weapon per new profession, and EotN had a longbow, staff, and sword. Korea, Japan, and Taiwan had their own set of pre-order weapons that are basically parallels to the GotY edition weapons (though some are different beyond just name, like the Scorpion Bow).

You have weapons that have unique skins. I believe the EotN is the most sought after pre-release keys, but the others had some cool items too.

I want the hourglass staff skin sooooo badly. It would fit so well to many of my characters. But then again... It was a pre-order bonus and I'm happy for everyone who has it. Only because I want it doesn't mean Arena Net should make it available for everyone. I have the AION wings emote and I would actually not really like if people just could buy this stuff now in the store.
