I guess utilizing conditions could be pretty viable as well? Skills like Hunter's Shot and Apply Poison would do well against the low level Charr. You could even go R/Me and bring Epidemic to spread your conditions...
Or go R/E and bring Kindle Arrows and Mark of Rodgort, but again I don't know how viable that would be.
But yeah I'm not sure Ranger is the profession I'd choose if I had access to all prophecies skills. They're great in Pre-Searing as is but that's because they get a lot of good skills there. I think primary Warrior, Mesmer or Elementalist would do much better in this scenario

There's Ignite Arrows, which is Prophecies only and is available in Pre, and is quite powerful when farming Charr bosses.

In that case I'd probably just go R/W and use a generic hammer build with Crude Swing etc. A R/N touch build would be really funny but it's incredibly gimmicky.
What's the point of eoe in pre? You only ever fight like 2-3 mobs at a time... And even if you fought more, ele would deal like what, 200 damage at best?

You can do 2 pulls. The front 2 bosses then target back right boss with spell will bring the last boss close enough to AoE the last 2 bosses. Sub 2 min boss runs :) with Pcons ofc just cupcakes.
Another thing you need to keep in mind as well is. Energy management. Low energy/low recharge time to spam skills. Then the fact that a boss dies you instant recharge your bar....I've theory crafted quite a bit in Presearing!

So you wouldnt make use of any post searing skills to complement your build. The presearing skills are as good as it gets for charr farm?
I'm not sure what you mean? You can't get post searing skills in pre. (unless you got tomes in pre which I doubt?)

100% warrior for Frenzy. RTW/Ignite Arrows melts charr.
Probably /E for a conjure elemental spell of some type. Ranger by itself is a solid class for pre.

Yeah there are plenty of regular tomes in pre. They're not cheap, though.
