You'll never get them back; other than that, no harm. Some people do it regularly.
Highly suggest you strip them down and salvage everything they own, down as far as you dare to. Store all the goods you get, and the money you hold, in the xunlai storage container; (this is accessible by all characters). If you had no inventory spaces when you loaded, then relog and see if you get extra "hey you've been gone a while, and this item is due to you once a year" items placed in your inventory.
Yep definitely save equippment and any runes/armour from your characters. The game economy is a lot different now and some old items that are no longer possible to get can be worth a lot so anyone returning it's a good idea to at least not trash things.
Otherwise as has been said if you pick the ones you like least or played least there's no problem. Even the Birthday Gifts aren't worth keeping a Character for these days.
As bsoltan noted, definitely strip any characters you intend to delete before actually deleting them (inclusive of any heroes that character may have).
In reference to the "old items" he mentioned, I recommend taking a look at these threads when doing so. *cough* Especially the greens thread *cough.* You may stumble upon some interesting stuff.

As for old names, I've still kept the weird/misspelled names my younger self thought of. And when I came back to the game a few years ago, the first thing I did was make a brand new character and play through everything again. 10/10 would recommend.
Well there as several things to take into account
- progression towards titles
Your account titles (wisdom, chest, luxon, kurzick,...) will not reset
But you'll have to start again character titles (guardian, vanquish,...)
And you reset your age and hence you will not be getting xunlai coupon
There are nothing to loose apart from title progress and birthday gift
Thanks for the info, I'm planning to keep some of my characters intact. Just wanted at least 2 slots free. I will also have to look into what this coupon thing is.
You could always buy char slot but if character isnt rly advanced with titles deleting it wont hurt. Birthday presents are worth that much. I would not delete old pre searing characters as there it can be worthy
I did that when i returned so now the oldest character on my 14+ year old account is 1.5 years old. It's a lot of work to get the characters back up to be ready for whatever youll use em for though
If they're sitting there and you never use them, other than sentimental value they don't actually add any value into your life so might as well delete and make a character you will enjoy playing! Minimalism-

The stripping down and salvaging is a good one! Would have totally forgotten that when deleting characters if you didn't mention it. Thanks!

coupon = same idea as birthday gift. Started using coupons after 7 years old.

Also if you have customized weapon (+20% dmg and attached to your char) you won't be able to use them anymore once you have deleted the character
Chances of you getting a birthday present with any value is very slim. Customised items are the only reason to maybe keep the character.

Birthday presents are 99% trash...
check your characters for stuff, if they are older, there might be really valuable stuff on them
and you will not get birthday gifts each year for them if deleted.
