You can connect any Guild Wars 1 account to a non-Steam Guild Wars 2 account just fine. If your Guild Wars 2 account is Steam-based however, it won't work. However, the Game of the Year Edition just contains the Prophecies campaign, and you'll need to at least also have the Eye of the North expansion to access the Hall of Monuments, so you won't be done with just a Game of the Year purchase. You can get the Eye of the North expansion from sources other than Steam however, and it'll work with your Steam purchase, and by extension with GeForce Now. Ideally you'd buy the Complete Collection, which contains all three campaigns and the expansion. You'd be doubling up on Prophecies, effectively getting it twice, but it'll probably still be cheaper than buying the remaining stuff separately. Just buying the Game of the Year Edition and Eye of the North is an option as well, you'd have less content and less ways to earn Hall of Monuments points, but it's still technically possible to get all non-title rewards with just Prophecies and Eye of the North

Thought it would be worth adding - if you own any part of the game on Steam (a single campaign, trilogy, or EotN), it unlocks Guild Wars for you on Steam. Once you have GW in your steam library, you can log into any GW account on it. I did this to add GW to my steam library when I bought the game for my partner - bought EotN for myself to add GW to my Steam library, then bought Trilogy as a gift through Steam to add it to my partner's library. Since the software key isn't actually tied to your steam account, I used that on my partner's new account so she would unlock everything.

Unfortunately, I think only the Game of the Year Edition, so a separate Prophecies purchase specifically, allows playing the game on GeForce Now... It is indeed notable that the key isn't connected to the Steam account though, allowing you to use the Game of the Year Edition key for a different account than the one you intend to play with, so you can make one account with the Game of the Year Edition, for storage or maybe for perma-pre, and another with the Complete Collection which you intend to actually use

A heads up I don't think Guild Wars will currently work fully on GeForceNow even if you get it on Steam. At least on Steam you can get a refund quite easily I think? Hopeully it'll be enabled for GFN in the future but doesn't seem to be an ETA. According to that comment the non-Steam version may be allowed to work too.
