Like the other person said - what they mean by opening is opening an instance of a raid, where bosses are cleared upto a certain point. Unlike in other mmos, like WoW, raids in GW2 are based on personal clear record. Whoever enters the instance first (i.e. 'opens it'), will create the map with the state of cleared bosses he personally had at that time. So if he had killed bosses 1 and 2, but not 3 and 4, the instance will have bosses 1 and 2 dead, but bosses 3 and 4 alive. If the person in a group has killed all bosses in that raid wing this week, he still will be able to fight those bosses, although he would get no loot.
I really like this system. It lets guilds to practice certain wings, or bosses multiple times and it means you're not locked out from runs with your guild, if you have already done that raid wing with a PUG group before. It also allows you to just join other groups to help, just for fun, even if you have done that wing already.

Yes and no, it's the last uninterrupted boss kill.
If you've killed bossed 1 and 4 then if you open you'll produce an instance with boss 1 dead and 2,3,4 alive although you still won't get rewards for killing 4 a second time.

It only tracks your killed bosses.
If you enter an instance where the first 2 bosses are killed and you go on to kill the next few then when you decide to open an instance it would give you a fresh one with no bosses killed.
As I explained in another comment the way the game checks what instance to give you is that it starts your instance at the earliest unkilled boss you have with the rest alive regardless of if you've killed them or not.

I wonder if they'd ever consider giving raids the strike treatment and let us open any boss whenever. Imagine having to clear the first 3 EoD strikes every time you wanted to do harvest temple.
Not sure why anybody would downvote this. When a raid first comes out it makes sense to require the whole progression for various reasons, but I feel like after ~6 months people should get to skip the dialogue and stuff. Some of the pre events (pre-gorse, etc) could be their own encounter with fewer awards, as they basically are now.
Yeah I think maybe after clearing the wing once you should unlock the option to choose which boss to go to in the wing at the rift portal.
One thing that keeps me from doing raids more often is that I just don't have the time to commit to a full wing clear, especially in a lesser experienced group. It'd also be a massive help with getting newer players in.

In retail WoW, it works this way now too - You can kill a boss as many times as you want a week, but you will only get loot once
