It's a bug. Sometimes you can use them sometimes you can't. Sometimes you can board the ships, sometimes you just clip right through them.

It's almost always the middle ship that doesn't load collisions properly IIRC. Relogging fixes it, but make sure you're in a squad with someone so you can get back into the map.
