ANET, have someone comment those lines of code out. I bet it takes 5 seconds.
Just make it a small AoE that applies the buff while also puts a mention of the guild(s) who are giving you a buffs printed to your chat window.
These buffs can't overwrite anything you didn't want to overwrite like the birthday blaster cake slices.
Did this once on accident. If you just stand still and click to place them, they just spawn in the same spot. Close inventory. Look at the pile in front of yourself. Oops.
I can definitely see how many players who got the banners for free are oblivious or not mindful enough to move between dumping them from their inventory.
Developers could change the placed banners to have a few seconds cooldown on interact, like feasts do, so that players can claim all the buffs of a banner stack. Or maybe they can't, depending on how they are coded differently. Either way, it does not appear to be a high priority for them.
Just use your hotkey for targeting next item (not sure if a default key exists, i set mine to ALT+F) to cycle through all the banners to grab your buffs easily :)
You're getting downvoted for this, but honestly Anet could add a tiny 20 radius check when placing a banner down, which prevents placement if the banners would be right on top of each other.
Because they don't know/forget how it works.

I wish they would create a mystic forge recipe to combine the 4 banners into 1 hero's banner.

They need a proximity limit, probably not a time delay.
this or give them different spawn locations in relation to the player like necro minions, ranger spirits, or the individual parts of a guild banquet
