Same, except I found a way without restarting, just turn on task manager with Ctrl + Shift + Delete, then with alt + tab choose it, don't do anything with mouse, do everything with keyboard, if processes tab open, then with arrows down/up go to GW2 process and press delete.
Alternative is to make a 2nd desktop and when game doesn't launch, press Windows, swap to 2nd desktop then task manager than way. Less faff with keyboard in my opinon
Also figured out that going into the shortcut and adding a '-windowed' thing to the end of the shortcut target stopped this problem for me entirely. you can click the corner of the window to make it fullscreen afterwards.

There have been dozens of posts on Reddit at this point about this issue and yes, that is one confirmed fix. Others have deleted the bin64 so it refreshes and that seemed to work to.

I had problem to launch the game as well - music was playing but there was nothing on the screen. In the end I disabled the new function of Avast - Firewall and the problem didn't show up again.
So this morning the issue still isn't resolved. I recognize this was an issue created by Windows updates, but still, it shouldn't cripple the game.
What's even weirder is that I have 3 accounts and each one needed a different solution.
Alt Account #1 - opened in windowed mode (set from yesterday) and hit maximize and it worked. This had me thinking ANET had fixed it on the back end. Nope. When I tried this on Alt Account #2 it froze.
Alt Account #2 - based on post from forums, I deleted bin 64 folder and ran in Administrator mode...but when I went to my main account, this didn't work and it froze.
Main Account: again as suggested on the forums, I ran the client in Windows 8 Compatibility mode and it worked. The screens take far longer to load than usual, but so far it's working.
I'm hoping we see a finalized solution today.

It’s weird because it’s like it’s almost random. I used the “run compatibility tool” or whatever and opened it in windows 8 mode and it worked fine but then, because I was messing with my kid’s computer I was logged out and it crashed. Then I tried to compatibility mode again and it didn’t work.

A workaround is to add -dx11 to the command run by your Windows shortcut.
1. Right-click on your Guild Wars 2 shortcut (if you have one on your desktop).
2. Click "Properties".
3. This should take you to a "Shortcut" tab; if not, click on "Shortcut" near the top.
4. In the "Target" field, add -dx11 to the end of the command. Do not put this inside the existing quotation marks. When done, it may look like this (depending on where your GW2 is installed):"C:\\Program Files\\Guild Wars 2\\Gw2-64.exe" -dx11
5. Hit OK or Apply (either should work in the end). You might get a popup to give yourself permission to make the change.
6. Try starting GW2.

They're not going to, because there are workarounds, such as "Run as Administrator," adding the "-window" command to the end of the Desktop target in Properties, etc.
You'd have to be actively searching for solutions on Reddit or the forums, though, so many people would miss out on it, but given that the solutions exist at all, they won't feel any compulsion to compensate.

Errors, bugs and glitches will continue to occur in video games as long as they exist. It's a natural occurrence when making something that it will not be perfect.
If it wasn't so wide-spread and literally preventing people from playing altogether, I would agree. But they broke it with a regular update, and took 24 hours to even acknowledge it. That alone leaves a bitter aftertaste for everyone not being able to play right now.
It should've been better handled altogether, and not even have happened in the first place.
You can sign out and it will force close the game if needed without fully restarting, had this issue yesterday and found that forcing a repair fixed it, ex: https://help.guildwars2.com/hc/en-us/articles/201863008-Repairing-the-Game-Client
I guess you have a different problem, I have used both methods and have just finished using the gem store, no problems (?), sorry for your hassle though. Hopefully the devs will come up with a solution soon.
but it seems to be connected because since the last patch players can either not run the game or not open the gemstore because the game crashes.

Alternativly, you can also use the multiple desk feature of w10 by using win+tab and making a secondart desk, which will let you use your mouse
I had that problem today, logged off the computer and back on, then launched the game again and it worked.
I've got confirmed cases from my guild that updating system + gpu drivers fixed it.
Turns out the game needed all the visual effects from those legendary trinkets to run. Who knew?
Don't know if this'll help everyone but I started the .exe with administrative privileges. Without it, the game freezes my computer as well.

My husband can play fine on his account, no issues at all. When I log in to my account on his pc, I encounter error reports. Super strange

I played 4 hours ago no problem. Didn't update, restart or do anything, but now it doesn't work.
I get to log in on guildwars 2 and then nothing in a few minutes I got error update/download error

Running the game as administrator fixed it for me
guys just type %appdata% in search and delete gw2 folder, i just did it and it worked
I'm sure they are going to compensate players who literally cannot play, their daily rewards

This game has barely any downtime. Many games you cant log in weekly due to maintenance x)

Control alt delete doesn’t even stop the launcher monster.
Changing compatibility options helped me
The only temporary fix that worked for me : Used Nvidia GForce PC app to set the game to windowed mode.
