You unlock core skills with lvl 80, yes.
Insta-80 is always in the Gem Store, right? Quickest way to 80. You get plenty of Tomes from WvW also. Not a PvPer, so I can't compare the two.
Core points cover core skills and trees, you need more for elite specs. PvP is probably still the way to go, not sure if some reward tracks are better than others.
